Fix build on systems where "python" is python 3.

First, it changes autoconf to use a "python2" binary when available, rather than plain "python" (which is ambiguous). Secondly, it changes the Makefiles to use $(PYTHON) $(PYTHON_FLAGS) rather than calling python directly. Mostly some pedantic changes such that `make clean' always ignores errors. Also changed the top clean target to do the `touch configs/current' dance instead of realclean.

Make git ignore files only generated at build time.

replace the texture level hack used in radeon/r200 to allow larger textures with different methods to calculate the announced maximum texture sizes. Default is still the same (that is, radeon/r200 default to not announce anything which might not fit, i830/i915 default to 1 texture must fit). Bug #5785.
