Checkpoint work for new GLSL compiler back-end.
Among changes:
Remove ctx->FragmentProgram._Active
Remove _UseTexEnvProgram
Move _MaintainTnlProgram, _MaintainTexEnvProgram, _TexEnvProgram and
_TnlProgram fields.
Remove/disable old GLSL interpreter code.
