move it to pipe/internal/p_winsys_screen.h and start converting
the state trackers to the screen usage

allows the driver to overwrite buffer allocation, first step on the way
to making winsys interface internal to the drivers. state trackers and
the code above it will go through the screen

reuse the size of the actual buffer

Up till now, nv20 driver has been using NV10TCL, and being
really an nv10 driver. That has changed.

No functional changes, only changed function, struct, macro etc. names.
nv10 -> nv20
nv30 -> nv20
celsius -> kelvin
Did not touch fifo command macros.
Don't try to build nv20_vertprog.c for now.
