Adding basic support to drivers should be as easy as just enabling the
extension, though thorough test would also be required.

Check _Enable instead of Enable to prevent things from blowing up
when someone calls glEnable(GL_VERTEX_PROGRAM_ARB) without actually
defining a program.

Modified t_vb_rendertmp.h to remove the need for 'parity' arguments
in RENDER_TRI macros.
