From now on, packages only need to select the BR2_PACKAGE_GETTEXT
option and depend on the 'gettext' package to get the necessary i18n
libraries installed on the target.

Also remove the redundant $(call ...).

This is a purely mechanical change, performed with

Fixes the following problem:

checking for intltool &gt;= 0.35.0... ./configure: line 12323: intltool-update: command not found
 found
configure: error: Your intltool is too old.  You need intltool 0.35.0 or later.
