The old 0.4.2 version doesn't seem to be available on the GNU mirrors anymore, so change to the slightly-less-ancient 0.4.6 version. package: apply libtool patch where possible

Now that we have libtool-2.2.x patch support, we can get rid of a bunch of _LIBTOOL_PATH = NO, fixing (potential) cross link issues.
