Now that TARGET_CC contains several space-separated words, it must be
used quoted everywhere.

A C library will have been built by the toolchain makefiles, so there is no
need for packages to explicitly depend on uclibc.

Fix the little build systems hacks that no longer applied to the
version of Perl being used. With these fixes in place, microperl
builds and runs properly simple Perl commands on the target.
