Bump TCL version and switch to the autotools infrastructure

The version of TCL is bumped from 8.4.9 to 8.4.19, which fixes the build breakage reported by Maxime Ripard on January, 6th, 2010. The tcl-strtod patch is kept since it is still needed, the two other patches are no longer useful. At the same time, the package is converted to the autotools infrastructure. buildroot: silence ./configure step when building with 'make -s'

We have been passing -q to ./configure when using 'make -s' for packages using Makefile.autotools.in for some time. Do the same for packages using autotools, but not using the Makefile.autotools.in infrastructure, taking care to not do it for packages with hand written configure scripts.
