Updates to intelWindowMoved():
Only need to call _mesa_resize_framebuffer() when we've detected a window
size change.
Set the drawFb->Initalized flag to GL_TRUE to avoid obsolete
Driver.GetBufferSize/ResizeBuffer calls in the Mesa code.
