gallium/util: Use PIPE_TRANSFER_DISCARD_RANGE in pipe_buffer_write.
Additionally, to discarding the whole buffer, use
PIPE_TRANSFER_DISCARD_RANGE in pipe_buffer_write when the
write covers only part of the buffer.
