The driver never work with real hardware and has
bitrotted for quite some time now, might as well
drop it. If somebody wants to look at it just use git.

Also implement context member functions to optimize away those
flushes whenever possible.

move it to pipe/internal/p_winsys_screen.h and start converting
the state trackers to the screen usage

Also, rename p_tile.[ch] to u_tile.[ch]
