Use front/back instead of cw/ccw throughout.
Also, use offset_point/line/fill instead of offset_cw/ccw.
Brings gallium representation of this state into line with its main
user, and also what turns out to be the most common hardware
representation.
This fixes a long-standing bias in the interface towards the
architecture of the software rasterizer.

This also allows us to have texture_target
back as a bitfield and save us a few bytes.

Even shader ID doesn't change. Otherwise the token change is not
effective.
This reverts regression from commit
cdb445f3a9285e2d8f042a07021ade78b94e0156. Regression could be seen in
Quake3's loading screen -- the upper right corner of the screen would
be black.
